CSA April 9, 2018 Board Minutes

 

Directors present: Arlene Garrity, Jim Keith, Mary Pat Peterson, Rex Storter, Tammy Kipp, Kurt Shearer, Bill Lutz, Jim Mayer, Nancy Hurst

 

Directors absent: Maja Haraldsen, John Calce, Linc Barefoot, Kerry Dustin, Terry Moellers

 

Meeting called to order by President, Bill Lutz at 4:30 PM.

Approval of March 5, 2018 CSA Board Minutes

 

Treasurer’s Report: Arlene Garrity

$14,353.19 Balance

4 renewed memberships

Lin Walker hired for $25 per hour to manage membership list and RCC card distribution

 

Roger Jacobsen - City Code and Harbor Manager

Former New York Law enforcement officer

Former New York State City Mayor

Former owner of two successful businesses

 

City Dock: Roger Jacobsen

City Dock profit and loss business

City Dock $500k under budget

 

Code Enforcement: Roger Jacobsen

Serves as prosecutor for City and State courts

20% of job is Code enforcement

Actively pursuing over 100 transient rentals in City

Casey Halitaj hired as head of Code Enforcement

Code Board consists of 7 members

Friendly approach used when confronting renters

No more than three warnings to owners before court appearance

All homeowners represented by lawyers

Property owners instruct renters to say they are family or friends

Property owner non-compliance may result in $250 fine per day

Lien can be placed on property for continued non compliance

40-50% of homeowners comply, when notified of violation

 

Coquina Sands Non Compliant Rental Properties:

460, 621, 625, 700 Orchid

423 Banyan

 

City Transient Rental Code: Roger Jacobsen

3 x per year / minimum 1 week / less than 30 days

Transient rental less than 30 days maximum 3 x per year

6% Collier County Bed Tax

Short term rentals, less than 30 days, cannot be marketed, nor advertised

 

City Noise Issues: Roger Jacobsen

No landscaping or construction on Sunday

City does not give decimal readings

Permit issued for parties with music until 10PM

Council considering construction and landscape noise restrictions before 8AM

 

City Council Meeting 4/4/18: Bill

City Council voted not to narrow US 41

FDOT to be notified of decision

Council asking for beautification and safety input i.e., pedestrian crossings, etc.

Storm water remediation in approximately two years

Council approved reclaimed water to begin in Moorings followed by Coquina Sands

Moorings residents spend more watering lawns per household than Coquina

Coquina reclaimed water scheduled in approximately 4 years

$5 million 8th St. Corridor enhancement project voted against by Council

 

Naples Beach Hotel: Bill

On hold for now

 

New Hotel at Broad & 3rd Street S.: Bill

Old Naples pushing back aggressively against Hotel project

Residents concerns include parking, garbage and height variance

Signage & Beautification Committee: Linc, Tammy, Kurt

Committee met with City to discuss redoing entrances at Banyan and Orchid, north and south sides

Banyan being resurfaced

Committee discussed with City culverts from Banyan to Mandarin

Sidewalks suggested for Banyan have not yet been addressed

Silver buttonwoods at Orchid being removed

24” x 24” cost per sign $795 at auxiliary entrances

45 degree placement of main entrance signs suggested

Replacement of US 41 entrance signs commensurate with Moorings signage, approximately 30-40k

 

501(c)3 Status for CSA:

Bill suggested sending community mailing for signage donations

Jim Keith to follow up on 501(c)3 filing

Engage Coquina businesses for community support; Charleston Square, Lutheran Church,

Jewish Center, Technology firm

 

Annual Meeting Date: Mary Pat suggested Annual Meeting scheduled too early, February preferred

Meeting date traditionally prior to City elections

Annual Meeting / Party date to be decided

 

D & O Board Insurance:

Tammy to contact an insurance agent

 

Attorney Board Member:

Bill asked for a practicing Attorney recommendation to join Board

 

Community Involvement Opportunities: Bill

Volunteers needed to take over the legacy of “Friends of Lowdermilk Park”, founded by Maja & Lief Haraldsen

Encourage resident participation via www.coquinasandsnaples.com,

Outreach programs include, Citizens to Preserve Naples, Ethics Naples,

4th & 4 th Garage Coalition, Blue Zone Initiative, Represent.US, etc.
